If they restrict them to only local roads and not highway use, it's a great idea.

Letting small underpowered and less agile vehicles like that one interact with large, high powered more agile vehicles with higher top speeds is unsafe, that VW just wouldn't have the agility/power to make high speed maneuvers or get up to speed quickly.
