If this is the case, logically you should be able to sand/buff until the scuff marks are gone, and only clean plastic shows.
Obviously you do not want to sand so much that the hollow core of the plastic starts showing.

I dont think it will be hollow anyway as the tooling involved to make the part would be too complicated and expensive to make. It will be a solid pannel injection moulded. It can be repaired by anyone who's got some attention to detail following my last post.
