The IRS already does that, at retirement age withdrawals, or
in "early" withdrawl, with some exceptions...

TheDeal for you younger people here, imo.
I've boned up on it, ad nauseum, but not yet sold on doing it at my
age, and the tax impact it would have on my 401(k) > Roth conversion.
For you posters in your 20s, 30s, 40s, it is almost a no brainer,
hoping that the elected geniuses don't tax Roth, in some future.
