Yes, it is a design issue. They were designed to stop the car in the shortest distance, over and over.

Get the Honda and the BMW up to 100 mph, side by side, and hit the brakes at the same time. I promise the BMW will stop shorter, much shorter. Do it 10 times in a row and the Hondas brake pedal will be as soft as a feather pillow and stopping distances will be much longer. You can't get something for nothing, that's why there is so much front brake dust on BMWs also.

Others here have found pads that don't squeal, if that's what you think is more important, go for it.
