They r mandatory to get the car registered or when u sell them. That is not to say you can't take them off during your ownership. The rear are mandatory not the front ones.
Got BMW to arrange them before I picked up the car and they charged me $300. Yes, ripped off but it still cheaper than my spending my time to get quotes when driving the car to the paint shop to get them painted. Bearing in mind $300 include the 33% LCT so that would make it worth about $230 which means you shuld be able to get them done directly by the painters for about $150 or less.
