You WILL need them if the bore is larger than yours.
You WONT need them if the bore is the same.

Swapping wheels, etc won't solve you problem.
Too many variables at hand. Bad wheel, bad tires, etc.
Identify your issue rather than reinventing the wheel (in a literal sense)
