Not true, if the hub bore of the wheel fits the hub of the vehicle perfectly, hub-centric rings are not needed and would not even fit.
I just meant you should measure your wheel hub and vehicle hub to find out.
Or I guess you could kill two birds with one stone, and take your vehicle in for a look at a wheel shop, and ask them to decide if its the lack of rings or balancing.
