There is a 1.7mm difference between the early hubs and the late wheels. If the wheels are not secure on the hubs then the bolts will also take the side loading of the weight of the vehicle as well as the rotational load. I have E70 wheels on my E53 and they certainly needed the rings.

Going faster will not necessarily make the vibration worse as the vibration frequency sets up an oscillation in the suspension at certain speeds, just like a wheel imbalance, and this is what you feel, so will be speed related, not speed sensitive.
