That is 100% water stains. Which means water damage.
Which means we can speak with 90% certainty that you have corrosion on the board, which generates all of the symptoms you have discussed.

VDO: well, ring and ask. Tell them you have some water damage and corrosion around the power switching circuitry. Whether you can find someone to give you an answer on the phone: I do not know. Whether they do component level repairs or just board swaps: I don't know. Ring them!
When you have removed the board you will be able to view the extent of the damage. A magnifying glass or microscope will be needed for close inspection.
A good local electronics shop may be willing to try a dismantle and clean for you. Make sure you go and visit them and take the bare circuit board with you.
