No. I think it might be a damaged sensor, (just my theory) if the sensor is not turning on the lights or picking up when the windshield gets wet, then best answer is whomever replaced your windshield damged the sensor.
On another note, how is some sort of epoxy going to fix the problem? Does the sensor need to be really tight/glued to the windshield in order to work?
Best bet is to ask a dealer as they would have the right answer and parts to fix it.
