In some cases, they initiated recalls to appease the NHTSA, ie with the accelerator pedal that could return more slowly. The component was shown to not be able to apply the throttle, it was never responsible for any unintended acceleration incidents (confirmed afterwards by Toyota and by the subcontractor), and yet consumers who went in for that recall think that something got fixed that made them safer.

They found specific items that recalls fixed, like the stability control issue. But do we know specifically if there was a mechanical or electrical issue causing unintended acceleration? No.
