I know you said you replaced the turbo, but was it with a new one? It's possible the centre bearing has a problem and is leaking oil into the exhaust stream. This is potentially more serious if you get oil into the inlet stream as the engine can run on oil and will rev until it destroys itself. A very rare event but it can happen - especially given oil is just a thicker diesel!!

Everything you describe sounds like oil burning, but I have seen coolant failures laying down a cloud of short lives steam (though not for very long as the engine tends to overheat very quickly). I also would not expect steam to linger long in your climate either. One of either your coolant or oil levels will show which system is the likely culprit.

I suppose it's just possible you may have bad fuel on board - have you used different fuels to eliminate that remote possibility (has someone refuelled your vehicle and put a small amount of petrol in it by accident and kept quiet?). How is your fuel consumption under normal driving?
no figures on the oil consumption since the car has been with the stealership for 8 months. oil they put it with the new turbo is of 0w30

yes, turbo is new, cost me over $2000 for it. new turbo was leaking oil to both inlet and outlet (intake and exhaust), intake manifold and exhaust full of oil and had to be re cleaned. my update is on the latest turbo that was installed since the 2nd brand new one was shot as well.

i'm thinking its between the coolant or oil as well, as they are the ones circulating inside the engine, however i still don't have much time with the car to test it further. once i get it back will carefully monitor the level.

as for fuel and its consumption, the same thing, i could not test different fuels and its consumption as vehicle is back at the stealership for addition problems they made with the car (they broke my PDC, door actuator, did not attach suspension, under chassis cover properly)

once all the small things are sorted, that's when i can monitor the gas, oil and coolant

thanks for sharing you input
