It needs to be encoded, which can be done with a GT1, at the dealer, and apparently with NavCoder as well, but I can't confirm that as I have no personal experience with NavCoder.
The BMW dealer would probably just charge 1 hour labor to do it, or if you can find a person or independent shop in your area with a GT1 to do it.
