You cannot adjust it by guesswork. You must keep tightening it up until the drum starts to drag on the shoes then just back it off a couple of clicks. THEN adjust the cable freeplay. 12 is far too many.

Thank you so much!!! I did exactly that the second time I jacked the car up. I don't know why, but the driver's side was a real challenge. I don't know why but the thing was stuck at first and when I finally got it loose, it still took a lot of effort to turn.
I have it working now, but it takes quite a bit of force on the handbrake to get the car to hold on any kind of a hill. On small hills it only takes about 4 or 5 clicks to stop (the handle is firm). On steeper hills I have to use quite a bit of force to pull up the handle far enough to stop the car, although its only about 10 clicks. Is this ok?
