That is an early mk4 OS image and is for the USA, the alert on/off is for when you have a POISon modded map disc (so you can turn off the alert).

It will do nothing as you (probably) don't have a POISon modded map disc.

The "alert on" is the primary language (US in your case), however it looks like Spanish is the 2nd language, and the 3 is *Unknown*.

There is a updated US version of this OS on the forums somewhere.
