Personally, I ask other drivers to turn their engines off if they are running them while refueling. If they refuse, I can hit the emergency stop button, shut down all the pumps, and blame it on them.
I have a family member who works for an oil company, and is often on retail site visits. They hit the same emergency stop switch in that circumstance.
