I seemed to have found the problem. I removed the plug to the fan itself and verified there was voltage to the fan, which there was, telling me I need a new fan. No to thrilled with the price of close to 700 dollars for a new, considered replacing with an aftermarket for the time being till I could shop around more. Shame of all this is BMW seems to think engine temperature is not important to a driver, now I have never had any kind of warning that it overheated with no fan(can not say for previous owner), so it seems to have been able to handle the engine heat with no fan. No as I said i was considering installing an aftermarket fan so off to town I go when I hear quite bit louder noise as I start up. Now I have seen the post of people complaining of the noise of these fans but it was music to my ears, it seems unplaugging and replugging the connector back must have cleaned the connections and I have a working fan. So I hope this helps anyone else out there
