Any wanna help with some suggestions on a internet diagnosis?

My steering works well at high speeds but at low speeds it will go hard whenever I turn and if I turn it back to the opposite direction then the steering will click and become normal again but then when turned again the other way it will do the same thing, Happens also at low speeds with more than half a turn.

What could it be? I heard from a indie shop that there is a recall on the steering wheel? Any ideas, I have a 2002 4.4.
