I don't think it is fair to lump all tuners in the category of shysters and thieves. I am also sure that there are some (lots) in the business.
Dinan is a different situation, IMO. They also charge a lot more, but their past relationship with BMW allowed them to get close enough to come up with a supplemental warranty. It isn't cheap, you can get more power for much less elsewhere. But it is safer than some unwarranted options out there. Even more so if you buy and install your Dinan products at your selling dealer. That puts your dealer in the warranty claim loop to both Dinan and BMW, which can work to your advantage.
TMS, selling the JB and JBD, is also in a different situation. They don't pretend to offer a warranty, and they are very clear about it. If there is a problem, it is your responsibility, not theirs. They don't meet emissions requirements. Their tunes are very cost effective. They are not shysters IMO. They take a low-tech approach, in that they don't worry too much about a check engine light, they just provide a tool to clear it if you get one.
Then there are the low buck outfits that claim all sorts of things, including that their tunes are not detectable. BS.
I just don't think that all of the above can be put in one group.
