If you can ear the relay click, that means that the logic (communication) is working. It must be burnt contacts on the relays, or a corroded connector. Take a look in case you see something obvious.

Like scottjoh said, he can supply supply you relays if yours are the same model as he listed. I bought from him relays to fix my door lock module (GMV) on my E46 and now the actuation is so much stronger. Contacts were burnt.
