Yes, they can prevent the transmission from building pressure, but they are only one of many components that can cause this. Could be the pump, a blocked passageway or orfice, a seal, an actuator, etc. It isn't reasonable to start replacing solenoids in the hope of winning the diagnosis lottery. Agree with CharliehustleX5 that you should get a diagnosis from a shop familiar with this transmission, not the dealer.
