Here in the US we have theft-deterrent bolts, that have a round head with two small holes drilled near the edges, 180-degrees apart. It takes a special tool, or maybe a small set of needle-nose pliers, to tighten or untighten them. Can't apply much torque with either of those tools, but if you put some Locktite on the bolts first, it should be OK. I don't know if the bolts have a special name.
