If it were only under braking from about 40 mph and up I'd suspect the ball joints of the lower control arms.

If it is while cruising at highway speeds and does not require brake input, I'd suspect tire balance.

If it shimmies under braking just as a warped rotor would but wasn't fixed with the rotors, I'd suspect warped hubs.
