The sensor is only on one rear wheel, so it is possible for the other side to be more worn, and for the pads to need replacing, even though the light isn't on. Real question is how thick the pads are. Physical inspection is the only way to know for sure if they need changing.
Maybe they just had a slow day and needed some work.
