Which part isn't true, the roadmap or the 3rd row seat? The roadmap document was traced back to meetings that BMW held with suppliers. I think it is likely true, but there are no specifics on there such as number of rows of seats, and since it is two years old it is likely that there have been some changes in the plans.
I think that if there is a model with three rows of seats it will be the V5, the people-carrier, which is apparently based on the X5 platform. The roadmap chart refers to an MPV, two sizes, based on 3 and 7 series. It seems to have been on-again/off-again for some years, but apparently it is on again so as to compete with the new Mercedes.
