SMD(surface mount devices) removal, you can buy soldering tip with the SOIC(Small Outline IC) footprint or use heat-gun to melt the solder and lift the SOIC chip one row at the time using small flat screw driver once the solder melt.
In any rate be careful not to disturb the other parts. You can search youtube for "SOIC removal" video..

Looks like that SOIC has popped from junction overheat (can't tell for sure), it's a good idea to check if you have short or burned motor etc, IC don't just overheat w/o any reasons.
