If the sensors came on before you replaced the pads, they are done and need to be replaced. One time use, as noted above.
If however they had not come on, and you reused them, then it can simply be a bad connection at the junction box, or a break in the wire. The light comes on due to an open circuit.
Once the sensors are known to be good, then the light is turned off by turning the key and waiting, there is no requirement for any special tool.
