This is correct. This trend was started in NYS prisons back in the days. I have an uncle who is a retired corrections officer and my younger brother and cousin have adopted this foolery and he always tells them the same thing: "if you showing your ass that means you want some action". He says that this was mostly seen in the NYS Maximum prison system. Some states have passed laws that give police the right to write you a ticket for indecent exposure.
