I've regularly scored over the EPA sticker ratings without much effort either, albeit I don't do a lot of true "urban" traffic (mostly suburban). When I drove for 2,5 hrs north on I-81 in mountainous PA, I averaged 7,7 l/100km @ a pretty quick 114,6 km/h.

That said, my parents had a 2006 Honda Civic years ago and we never got the posted numbers, usually about 15% less than advertised. 40 US mpg was a joke on the highway.
