You need to read through the TIS manual, I cant remember the exact procedure when I did mine, but there was no multimeter involved. Think with the timing tools installed the Vanos has to be turned one direction or the other (cant remember sorry, and am on a ship so I cant check my manual!) then the locking bolt tightened.
