It is not an issue of overlapping ibus commands.

Both devices are a telephone, and both devices have the same bus address TEL. Hence only one device can exist in the vehicle (ie be connected to the bus) at one time

If you won't be using the assist function including emergency calls, then you can ignore the phone module inside the TCU and fit either the GSM or CDMA version.
