You are indeed correct on the shallower spacer bolts. They look like they really are designed to hold the spacer to the hub and not the wheel to the spacer.
A good part of me do think I may have gotten the wrong hardware inside the right box. Because the reverse installation doesn't make sense and seems unsafe to me.
The two sets you have, did the bolts that came with the spacers thread onto the hub and the factory bolts to the spacer successfully?

You are our link to H&R at this point in correcting the confusion. Please keep us posted because I will hold off installing the spacers until there's adequate clarification.
If it is indeed a misboxed batch then 1tymz is also in need of a corrected order.
