Regular tape is typically not strong or sticky enough. If you can actually touch it with a stick or hanger, you can attach some double-stick foam tape, sold as automotive trim tape, and try to retrieve it.Duct. Duck tape firmly attached so that the adhesive shows has also worked in similar situations for me. But be careful that it is FIRMLY attached to the stick or wire hanger -- the last thing you want is a second problem of having sticky tape stuck inside where it shouldn't be.

A glob of the sticky stuff that 3M uses in their "Command" wall hooks is also an option.

My experience is that lots of patience and one of the above usually works.
