Late Update: I replaced the fuel filter and all the problems were gone. I managed to remove the ring using a big screwdriver covered with electrical tape and a hammer but do not advise to do this: undoing it was not easy and tightening it back was more difficult. The ring will need to be replaced, it will not stand another open / close procedure
