Actually Adobe does allow their software to be sold by Amazon. The adobe PHOTOSHOP.COM BLOG says Make sure your software is "sold by Amazon.com" (circled in red) and not from Amazon Marketplace (area designated with red "X" in the lower right).
No need to pay full price if a volumn dealer has a better price.
