I found that once everything was lined up, and snug that to remove the bumper it was easier to remove the nuts from the bolts inside the tire well, Fig C #5 & 7, instead of the two bolts in Fig H, #12. The Fig H bolts require the muffler drop, the Fig C bolts do not.
Yes there were more nuts, but they were MUCH easier to access.
