That's the way it ought to be. NC is similar, and they recently passed legislation waiving emissions for new petrol cars for the first 3 years. VA also doesn't have emissions but my parents live in one of a few special counties that do.
Safety and Emissions tests are just a money-maker for garages and repair shops and today do very little to improve public safety. New cars just don't break down that frequently anymore so I don't see the point of inspections until 4+ years. That's one redeeming feature of SC- no inspections of anysort at all.
