Most likely illegal to use whilst the vehicle is moving. All you would be doing is offering to give MA opportunity to hit you with "The Stupid Driver Tax" each and every time you went out. Given how bad the NE need money and like to use drivers as their personal "bail out fund" the cheap lights would turn out to be a great deal for the state.
