Lots of variables can influence this. Age and condition of the cable, distance from the CO or fiber hut, bridge tab, load coils, and the list goes on. Most T1 copper spans these days use HDSL or HDSL2 technology, which is pretty rubust and is pretty good about self-recovery as long as the cable pairs are halfway decent.
