The fuel in the tank also cools the pump. Not sure if it being low, would do any harm. Probably the idea is to not pick up crud from the bottom of tank. Honestly, the last modern tank I looked into, was surprisingly clean.

As far as obc functions, I am pretty sure I can choose whatever I want from the navigation. I can turn on and off all the different choices.
