it was part of prison system, that slogan was hanging in the prisons (geared mostly towards criminal ones, the political ones did not buy that $hit), meaning that the hard labor will set your mind (and body!!! hahaha) free (from the prison)... this mentality was present not only in Russia (see chain gangs in the other countries)... supposedly, Arizona still has it... anyone from AZ who can confirm/deny?
