Perhaps It is illegal in California to knowingly disable or remove a factory installed seat belt and its indicators except during replacement and/or repair. It is also illegal to knowingly assist one in doing this. Must be the ONE thing Canada has over the US.....my dealer ditched the seat belt gong with no issues.
In all seriousness though that's an interesting point. But I would be interested to know if a "chime" is considered a safety device? Air bags, crash bars (including all other structural safety elements), and seat belts sure....but does the chime actually do anything to keep one safe in the event of an accident? If you get into an accident and you're found not wearing your seat belt, your policy should be void....but being involved in a collision where you were wearing your seat belt, but don't have a dash chime "on" is not the same?
