Something with the design needs to change. I've decided to tackle this project with my mechanic, he claims to have a couple of home-brew fixes for the CCV. Expanding the hoses to larger diameter was one idea, as well as wiring up a heating element that would turn on when you move the key to the "on" position.

It is definitely a problem and an expensive one too if it goes to the worst case (lockup). I personally have had it happen once and thank goodness it blew out through the oil cap. This is a big concern for me as I live in the north where cold temps happen quite frequently. I originally bought the vehicle for my wife to ride but because she only commutes less then 15 mins to work I have taken over driving it (my commute is just over an hour) to prevent her from experiencing this.
I will likely sell the X5 this year at some point because of this issue with it. Unfortunate because it is a nice vehicle other than this main concern for me.
