I would just go to one of the online part databases (like
www.realoem.com) and look up the 11 digit BMW part nbr for the front plate holder...then type
"BMW xx xx x xxx xxx" (where x = the bmw part nbrs) into a google or bing search box. You should get a whole bunch of vendors (BMW dealers and online vendors) that sell what you need. Although, the dealer may be the easiest and have the hardware that you need as well to mount the plate holder.

#13 in the diagram below from realoem...and the hardware needed are the encircled numbers in the diagram...which are also illustrated within the diagram (#14, #15, #16, #17):
