I also noticed that the BMW international web page you linked sends us to a NAVTEQ map update PDF that only lists European countries.

Perhaps Europe's navigation DVDs/CDs are still provided by NAVTEQ, whereas the USA/Canada/Mexico DVDs/CDs are provided by TomTom (Tele-Atlas)?
