Never did figure it out, I replaced the o-ring for the DISA valve and it improved the noise and driveability slightly. I also just got a replacement lower intake tube as although I did inspect it on the car it might have some cracks on the underside I never caught. I am replacing just for giggles since it is only 15 bucks.
I'm assuming its probably a water pump or alternator whine if the replacement of the intake boot doesn't make it go away, although I am just living with it for the time being.
