It remembers the last temperature, fan, and vent outlet settings. What it doesn't do is remember to be turned off. Essentially, that is because the vehicle is designed to have the AC on all the time. BMW designengineers wouldn't be able to understand why you would want it off. There isn't a separate vent system, so it works better being on. In summer it cools, in winter it drys out the air and reduces condensation. I do understand that some like the AC off, just like some like the windows down on the highway. In my case, I turn on the AC when I buy a new vehicle, and leave it on until I sell it. I use the temperature control settings, and if the system determines it doesn't need to run the compressor it doesn't do so.
