I can be 50 yards away, no other cars in sight at a particular intersection near work and it'll change when I flash the high beam lights. I need to test that theory out to be certain.

It does work on some stoplights, but it isn't the same sensor. Some stoplights have a beam or a regular light sensor that can detect the presence of a vehicle at the intersection. Usually this is turned on after the 11:00 pm hour on minor streets that intersect with major streets, so as not to keep the regular light cycle timers running and traffic can flow more smoothly on the major street.
