Only way to identify the problem is to perform a fuel pressure test at the fuel rail to determine what type of fuel pressure you have. If the fuel pressure is low or non existence you can replace the fuel filter since the OP doesn't know when the filter was replaced and if the fuel pressure is still low or non existence then it probably the fuel pump.
