17.3V is very bad... the voltage in a running car should never exceed 16V, and even that is the highest threshold specified. the voltage regulator is probably gone bad, unless they can replace the regulator only with little money, you might have to replace the entire alternator... what else did they read? Do you know how to pull on-board voltage reader from the cluster? How to go in TEST mode (i think voltage TEST is #9)
